Hawaii Department of Transportation to conduct a study on cumulative traffic impacts of proposed and likely developments on Kamehameha Highway in the North Shore and Koolauloa Districts of Oahu.

Study shall analyze background traffic levels, large developments (Turtle Bay Resort expansion, Malaekahana residential development, Koa Ridge), rental cars, tour buses, and in-fill residential developments.

Department to evaluate cumulative traffic impacts using highway capacity metrics including vehicles per hour ratios, levels of service, and other relevant statistical data.

Department of Transportation to submit report with recommendations to the Legislature no later than twenty days before the convening of the 2013 Regular Session.
