Department of Human Resources Development requested to convene a task force to examine management policies regarding overtime use by state and county employees

Task force composition includes representatives from the House, Senate, state departments, all four counties, Honolulu Police and Fire Departments, and two employee unions (Hawaii Government Employees Association and United Public Workers)

Task force directed to investigate and review methods to reduce overtime usage by state and county employees, with focus on controlling costs to the Hawaii Employees' Retirement System which has an $8.2 billion unfunded liability

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2013 Regular Session begins

Task force ceases to exist on June 30, 2013, and members serve without compensation
