Requests the Department of Business, Economic Development, and Tourism to determine financing mechanisms to assist private parking lot owners with costs of providing electric vehicle parking stalls and charging units required under Act 156 (2009).

Directs the Hawaii State Energy Office to consider funding mechanisms including dealership surcharges on electric vehicle sales and subsidies or tax incentives for businesses complying with Act 156 requirements.

Requires consultation with Department of Taxation, Department of Budget and Finance, Disability and Communication Access Board, all four counties, auto dealerships, parking lot owners, charging station installers, and chamber of commerce representatives.

Mandates submission of findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2013 Regular Session convenes.

Notes that electric vehicle charging unit installation costs range from $16,000 to $25,000, creating financial barriers for private business compliance with state electric vehicle requirements.
