Establishes exemptions allowing individuals to operate home-based baking businesses and sell baked goods directly to consumers without requiring a certified food processing facility or department permit.

Requires home-based baking business operators to maintain clean and sanitary facilities with municipal water, proper sewage disposal, hand washing facilities, separate ingredient storage, functioning refrigeration, and no evidence of pest activity.

Mandates labeling of all baked goods with operator name and address, product name, production date, ingredients in descending order by weight, and statements indicating the product is home-produced and not produced in a department-inspected facility.

Requires operators to prohibit animals and domestic activities in the kitchen during production, prevent sick individuals from handling food, and ensure all workers follow safe food handling practices.

Directs the Department of Health to adopt administrative rules to implement and protect public health and safety under this exemption by December 31, 2013.
