Deposit beverage container fee is capped at one cent per container until the Department of Health addresses all recommendations from the 2010 Deposit Beverage Container Deposit Special Fund Financial and Program Audit.

Automatic fee increases based on redemption rates are suspended during the same period, with no exceptions permitted.

Department of Health must submit a report to the legislature no later than twenty days before the 2014 regular session detailing actions taken to address audit recommendations and proposed legislation.

Bill responds to audit findings of poor program management, including over-reliance on self-reporting by distributors and redemption centers, and suspected over-reporting by some redemption centers.
