Requires absentee voters to sign an affirmation statement affirming they completed their ballot without assistance from employers, labor unions, or candidates.

Mandates that absentee ballot envelopes include materials summarizing election fraud provisions under sections 19-3, 19-3.5, 19-4, and 19-6.

Prohibits employers, agents of employers, labor union agents, and candidates from assisting voters with completing absentee ballots or ballots at polling places.

Makes it an election fraud violation for anyone to assist a voter in completing a ballot in violation of voter assistance laws under section 11-139.

Applies voter assistance prohibitions to special elections conducted by mail, subjecting them to the same absentee ballot rules and restrictions.
