Directs the University of Hawaii at Hilo's College of Agriculture, Forestry, and Natural Resource Management to pursue a higher education learning center project in Puna, Hawaii.

The learning center will identify educational and training needs in the district and establish a business incubator approach to support job growth, with initial focus on agricultural production and processed products for local markets.

Appropriates unspecified general revenue funds for fiscal years 2013-2014 and 2014-2015 to conduct a needs assessment using temporary or contract hires, including evaluation of existing educational resources and facilities.

The pilot project is intended to serve as a replicable model for higher learning centers that could be extended to other rural areas of Hawaii.

Takes effect July 1, 2013.
