HI HB1035

Adds new section to Chapter 431L, Hawaii Revised Statutes requiring nonprofit and for-profit Medicaid health insurance contractors and the MedQuest division to provide written notice of changes to Medicaid reimbursement policies and guidelines as required by the Centers for Medicare and Medicaid Services.

Prohibits retroactive application of reimbursement policy modifications to claims where approval was already obtained from Medicaid or a Medicaid health insurance contractor prior to the notice being given, regardless of the modification's stated effective date.

Takes effect upon approval by the Governor.
