Extends foster care eligibility for former foster youths attending institutions of higher education as full-time students from age 18 to age 23.

Amends the definition of "former foster youth" in Hawaii Revised Statutes Section 346-16 to include those up to age 23 if enrolled full-time in higher education.

Amends Section 587A-4 to redefine "child" to include persons less than 23 years of age who are attending higher education as full-time students.

Allows former foster youths to remain under the placement responsibility of the department while pursuing academic and career development.

Takes effect upon approval.
