Amends Hawaii Revised Statutes Section 342F-30.8 to restrict leaf blower operation in urban residential zones and within 100 feet of residential zones to between 9:00 a.m. and 5:00 p.m. (changed from 8:00 a.m. to 6:00 p.m.).

Limits operation to a maximum of two total hours per day within the allowed time window.

Prohibits gasoline-powered leaf blowers in residential zones and within 100 feet of residential zones unless operated by an owner, agent, or employee of a licensed business; electric-powered leaf blowers remain permitted for private use.

Establishes penalties of $50 for first violation, $100 for second, $200 for third, and $500 for each subsequent violation.

Allows counties to adopt stricter regulations than state law, with local rules taking precedence in cases of conflict; exempts government entities from restrictions.
