Exempts gas stations and convenience stores from mandatory closure if they exercise prudent discretion to remain open for providing fuel to facilitate public evacuation.

Exempts businesses selling staples (food, water, blankets, batteries) from mandatory closure if they exercise prudent discretion to remain open during tsunami or tidal wave warnings.

Exempts health care providers located in tsunami evacuation areas from closure requirements if they have a current emergency management plan in place.

Amends the definition of "disaster relief" in Hawaii Revised Statutes Chapter 127 to include tsunami as a covered natural disaster cause alongside fire, flood, and tidal wave.
