Grants sentencing judges discretion to impose terms of imprisonment of "10 years or less" for class B felonies and "5 years or less" for class C felonies in drug offense cases under part IV of chapter 712, replacing mandatory minimum sentences.

Applies to drug offenses excluding defendants sentenced under sections 706-606.5, 706-660.1, 712-1240.5, 712-1240.7, 712-1240.8, 712-1249.6, and 712-1257.

Allows defendants previously convicted of qualifying drug offenses to petition the original sentencing court for a one-time review and possible reduction of their prison sentence before July 1, 2015.

Court must consider whether the original sentence is proportionate to the offense and underlying circumstances when reviewing sentences.

Effective date is July 1, 2013.
