Authorizes eligible non-violent female offenders to be paroled into structured community placement programs monitored by private organizations rather than remaining incarcerated.

Allows paroled females to access gender-responsive services and support for substance abuse treatment, trauma recovery, and family reintegration in community settings.

Recognizes that community-based treatment is more effective than in-prison treatment for addressing substance abuse among non-violent female offenders and reducing recidivism.

Addresses concerns about intergenerational incarceration by facilitating reunification of mothers with their minor children through structured community reentry programs.

Amends Hawaii Revised Statutes Section 353-64 to add new subsection (b) allowing this parole option for eligible non-violent female offenders.
