Establishes a new candidate advisory council for the University of Hawaii board of regents to recruit, rate, and present qualified candidates to the governor for nomination and senate confirmation.

Council consists of seven members: one appointed by senate president, one by house speaker, and five by governor (including at least one full-time student enrolled for three consecutive semesters).

Council must initiate recruitment within 30 days of a vacancy or at least 120 days before term expiration, and present at least three candidates for each vacant seat.

Requires candidates and their immediate families to disclose existing or anticipated contracts and financial transactions with the University of Hawaii and family relationships with university employees.

Council operates on nonpartisan basis with members barred from running for or holding elected office; repeals previous statutory framework for regent candidate selection under section 304A-104.5.
