Amends Chapter 13D-4 of Hawaii Revised Statutes to modify voting procedures for Office of Hawaiian Affairs Board of Trustees elections held in conjunction with general elections in even-numbered years.

Allows all qualified voters to vote for candidates seeking at-large seats on the board that do not require residency on a particular island.

Restricts voting for island-specific seats to voters who reside on that island, with Molokai and Lanai residents voting together as one group and Kauai and Niihau residents voting together as one group.

Requires the ballot to list at-large candidates alphabetically and group island-specific candidates by their respective islands of residency.

Takes effect upon approval.
