Enacts the Sustainable Living Research Act to authorize use of land for research, development, and testing of sustainable agriculture, development, waste management, and resource management through planned community use.

Requires county approval and oversight for authorized sustainable development projects.

Received support from Hawaii Appleseed Center for Law and Economic Justice, Hawaii Sustainable Community Alliance, Kalani Oceanside Retreat, Banyan Tree Farm, and numerous individuals.

City and County of Honolulu Department of Planning and Permitting opposed the measure; Office of Hawaiian Affairs and Hawaii County Council provided comments.

Committee on Finance recommends passage on Third Reading.
