Director of human services must seek a federal waiver from the U.S. Department of Agriculture by January 1, 2014, to require cardholder photos on electronic benefits transfer cards.

Department of human services must provide the legislature by January 1, 2014, with cost estimates for three implementation options: replacing all current cards, phasing in new photo cards under current contracts, or implementing photo cards under new vendor contracts.

Legislature will determine whether to implement the federal waiver based on the department's cost findings.

Cardholders without photos on their electronic benefits transfer cards must present photo identification when making transactions at food retailers, banks, or other authorized point-of-sale locations, or the transaction may be declined.

Effective July 1, 2013.
