• Renames the "Public Land Development Corporation" to "Public-Private Partnership Corporation" throughout statute and adds authority to coordinate with the Hawaii Strategic Development Corporation for seed capital and venture capital assistance.

• Expands the corporation's board of directors from 5 voting members to 5 voting members plus 2 non-voting members, including a cultural expert from the Hawaii Community Development Authority and a member with expertise in traditional Hawaiian land usage.

• Removes the corporation's direct investment authority in qualified securities and related seed capital investment procedures, while maintaining its general development powers and requiring coordination with the Land Use Commission and Hawaii Community Development Authority where appropriate.
