Establishes a state policy to promote long-term viability of agriculture by creating preferential energy rates for agricultural activities.

Requires the Public Utilities Commission to establish preferential rates for the purchase of energy used or consumed in agricultural activities through rule or decision and order.

Public utilities must present requests for preferential agricultural energy rates to the commission for approval upon receiving bona fide requests and proof the energy will be used for agricultural purposes.

The commission shall consult with the Department of Agriculture when reviewing proposed preferential rates and may establish additional criteria for qualifying agricultural energy uses.

Extends preferential rates to eligible agricultural activities conducted by the Department of Agriculture; effective July 1, 2050.
