Authorizes the Board of Electricians and Plumbers to regulate and license journey worker plumber air conditioning and refrigeration pipefitters and journey worker plumber fire sprinkler pipefitters as of July 1, 2015.

Redefines "master plumber" to require two years of registration as a journey worker plumber plus obtaining one or more specialty licenses (air conditioning/refrigeration pipefitter or fire sprinkler pipefitter).

Excludes air conditioning, refrigeration, and fire sprinkler pipefitting work from the owner-builder licensing exemption unless the owner/lessee holds the appropriate license under chapter 448E.

Increases the required percentage of licensed workers on job sites from at least half to include contractors in plumbing, air conditioning, refrigeration, fire protection, boiler/steam fitting, and ventilation trades.

Establishes minimum qualification requirements for the new specialty licenses, including five years of full-time supervised experience (10,000 hours minimum) effective July 1, 2015.
