Appropriates funds for Hawaii employer-union health benefits trust fund costs negotiated with the exclusive bargaining representative of collective bargaining unit (10) for fiscal years 2013-2014 and 2014-2015, with general funds appropriated at -0- for each year.

Appropriates funds for health benefits trust fund costs for state executive branch officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (10) members, with general funds appropriated at -0- for each fiscal year.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Requires salary increases and cost adjustments paid from federal, special, or other funds to be paid proportionately from those respective funding sources.

Takes effect July 1, 2013, with all unexpended or unencumbered funds lapsing on June 30, 2014, and June 30, 2015.
