• Appropriates funds for Hawaii employer-union health benefits trust fund costs negotiated with the exclusive bargaining representative of collective bargaining unit (1) for fiscal years 2013-2014 and 2014-2015.

• Provides separate appropriations for state officers and employees in the executive branch excluded from collective bargaining who belong to the same compensation plans as unit (1) members.

• Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

• Requires that salary increases and cost adjustments for officers and employees whose compensation is paid from federal, special, or other funds be paid proportionately from those respective funds.

• Takes effect on July 1, 2013, with all unexpended or unencumbered funds lapsing on June 30, 2014 and June 30, 2015.
