Appropriates funds for fiscal biennium 2013-2015 to implement collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (10) across multiple state departments.

Authorizes salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (10) members, in accordance with chapter 89C, Hawaii Revised Statutes.

Establishes separate appropriations for the executive branch (departmental administration and budget division), judiciary (chief justice administration), and Hawaii health systems corporation for implementing the negotiated agreements.

All appropriations are set at zero dollars (-0-) for both FY 2013-2014 and FY 2014-2015, with actual amounts to be determined and allotted by the director of finance to appropriate departments.

Takes effect July 1, 2013, with any unencumbered funds lapsing on June 30, 2014, and June 30, 2015.
