Creates a new bargaining unit (14) under Hawaii Revised Statutes Section 89-6 for state law enforcement officers and state and county ocean safety and water safety officers.

Adds the new bargaining unit to collective bargaining provisions in Section 89-7 and Section 89-11, ensuring affected employees are included in mediation and arbitration procedures for impasse resolution.

Specifies that the governor shall have six votes and mayors, chief justice, and Hawaii health systems corporation board shall each have one vote in negotiations for the new bargaining unit (14).

Protects all existing rights, benefits, and privileges of affected employees under chapters 76, 78, 87A, and 88, Hawaii Revised Statutes, ensuring no break in service during transition to the new bargaining unit.

Takes effect on July 1, 2030.
