Exempts specified procurements of professional and administrative services for the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) from public procurement code requirements.

Establishes fiduciary duties for the EUTF Board of Trustees, prohibits certain transactions, and creates liabilities for breaching fiduciary duties.

Allows the EUTF Board to appoint independent legal counsel with federal Employee Retirement Income Security Act experience, exempting the EUTF from relying on the Attorney General.

Restructures the EUTF Board of Trustees from ten to twelve members with specified representation by collective bargaining units and public employers.

Transfers EUTF jurisdiction from the Department of Budget and Finance to the Department of Human Resources Development and adjusts quorum and voting requirements for board operations.
