Amends Hawaii Revised Statutes section 353-22.6 to require the director of public safety to enforce victim restitution orders against all inmate moneys, notwithstanding any other law or court order.

Mandates deduction of 25% from all inmate earnings, deposits, and account credits while incarcerated.

Requires monthly deduction and payment to victims once the amount reaches $25, or annually, whichever occurs first.

Exempts moneys earned through work furlough programs under section 353-17 from restitution deductions.

Applies retroactively to June 20, 2012, for all inmate accounts regardless of when the restitution order was issued.
