Requires the department of health to post electronic copies of inspection reports for seven types of state-licensed care facilities (adult day health centers, adult day care centers, community care foster family homes, developmental disabilities domiciliary homes, developmentally disabled adult foster homes, long-term care facilities, and special treatment facilities) on its website beginning January 1, 2015.

Mandates each inspection report be posted within five working days and include the inspection date, description of violations, plans of correction, and other quality and condition information deemed appropriate by the department.

Requires removal of any inspection report containing violations from the website after three years from the posting date.

Establishes a working group under the department of health to develop a new inspection form that balances fairness to care home operators with usefulness to consumers, with members from provider groups, advocacy groups, and various state agencies; working group must report findings by twenty days before the 2014 regular legislative session.

Appropriates funds for fiscal years 2013-2014 and 2014-2015 to support computer equipment, website and database development, staff support, and one full-time equivalent position (amount blank in document).
