Amends section 21G-3, Hawaii Revised Statutes, to require that criteria for selecting legislative proceedings to be broadcast through the legislative broadcast program be related to matters of public interest.

Addresses concerns that some legislative proceedings with significant public impact have not been broadcast due to committee chair requests.

Maintains supervision of the legislative broadcast program under the joint legislative access committee established pursuant to section 21D-6.

Takes effect upon approval.
