Establishes the Hawaii Community Development Board as a nine-member policy-making board attached to the Department of Land and Natural Resources to oversee the Hawaii Community Development District in East Hawaii.

Board composition includes four ex-officio voting members (Hawaii Tourism Authority chair, Director of Business/Economic Development/Tourism, Board of Land and Natural Resources chair, and County of Hawaii Planning Director) plus five public voting members appointed by the Governor from nominees submitted by the Mayor of Hawaii County.

Designates the Banyan Drive area in East Hawaii—which contains approximately 85 percent of overnight visitor accommodations in the region—as the Hawaii Community Development District with boundaries specified by street intersections and the shoreline.

Grants the board powers to recommend development policies, conduct planning studies, identify underutilized land for redevelopment, develop design guidelines, and prepare a community development plan that supersedes inconsistent ordinances and rules.

Appropriates general revenues for fiscal year 2013-2014 to be expended by the Department of Land and Natural Resources to implement the Act, effective July 1, 2013.
