Establishes the Honokohau Marina Community Development District in Kailua-Kona, Hawaii County, comprising approximately 117.987 acres of state land identified by specific tax map keys.

Places the district under the Hawaii Community Development Authority, which shall manage the district in accordance with the Kona community development plan, county general plan, and watershed plans.

Adds three voting members to the authority representing marina business owners/operators, harbor boat tenants, and Kaloko-Honokohau National Historical Park to serve on district-related issues.

Authorizes the authority to plan, design, construct, and rehabilitate infrastructure and facilities including pedestrian promenades, commercial enterprises, sewer extensions, and drainage improvements to address longstanding security, safety, and sanitation issues.

Exempts the authority from procurement code requirements under chapter 103D for the first Honokohau marina management contract for up to three years, effective July 1, 2014.
