Establishes a twenty-four hour marketplace task force within the department of business, economic development, and tourism to recommend viable locations statewide and develop strategies for twenty-four hour open-air cultural marketplaces.

Task force membership includes the DBEDT director (chair), Hawaii Chamber of Commerce chair, Hawaii Small Business Development Center director, one legislative small business caucus member from the House, one from the Senate, and the board of land and natural resources chair.

Task force shall meet quarterly, post meeting notices under chapter 92 Hawaii Revised Statutes, and accept public testimony; members serve without compensation with expenses paid by their respective agencies.

Task force shall submit a report to the legislature no later than twenty days before the 2013 regular session convening with recommendations on viable marketplace locations and strategies to encourage visitor and resident spending.

Task force is dissolved on June 30, 2014; act takes effect upon approval.
