Expands the definition of "emergency vehicle" under Hawaii's "move over" law to include state law enforcement vehicles, state civil defense vehicles, and county emergency management vehicles

Requires drivers approaching a stopped emergency vehicle to slow down and change lanes into an adjacent lane if necessary and safe to do so

Adds manslaughter as a possible criminal charge when a driver fails to move over and causes the death of an emergency responder

Received support from the Department of Transportation, Department of Public Safety, Department of Defense, Honolulu Police Department, and multiple county and state agencies

Referred to the Committee on Judiciary after passing Second Reading
