Establishes a task force on mobility management within the department of health to recommend a transportation framework for elders and individuals with disabilities in rural communities.

Task force shall develop mobility management programs assigning a single entity in each geographical area to coordinate available transportation resources and consider county-specific master plans.

Task force composition includes the director of the executive office on aging (chair), public utilities commission chair, disability and communication access board director, county transportation directors, health center administrators, county agency on aging representatives, and legislative members from both chambers.

Requires interim report to legislature no later than twenty days before the 2014 regular session and final report before the 2015 regular session, including proposed legislation and recommendations.

Appropriates unspecified general revenue funds for fiscal years 2013-2014 and 2014-2015 to support task force staffing, operations, and convening; task force dissolves June 30, 2015.
