Extends foster care eligibility for former foster youths attending institutions of higher education as full-time students until age 23 (instead of age 18).

Amends the definition of "former foster youth" in Section 346-16, Hawaii Revised Statutes to include those up to age 23 if enrolled as full-time students in higher education.

Amends the definition of "child" in Section 587A-4, Hawaii Revised Statutes to include persons under age 23 who are attending higher education as full-time students.

Aims to provide financial and support services to former foster youths during college to help them focus on academics and career development rather than basic survival needs.

Takes effect upon approval.
