Grants the Kaho'olawe Island Reserve Commission a permanent exemption from chapter 103D, Hawaii Revised Statutes (state procurement requirements) for purchasing food and fuel products needed to carry out the Commission's work.

Replaces a temporary procurement exemption established by Act 159 (Session Laws of Hawaii 2010) that was set to sunset on July 1, 2013.

Justifies the exemption based on the Commission's unique operational needs, including irregular transportation methods (boats and helicopters with size/weight limitations), multiple forms of fuel delivery not available through state contracts, and weekly fluctuations in food vendor pricing and order requirements.

Notes that purchasing flexibility has allowed the Commission to reduce waste by buying smaller quantities on sale and selecting cost-effective, locally-sourced produce rather than bulk ordering through state price lists designed for larger institutions.

Amends the bill to set the effective date as June 30, 2013, and recommends passage to the Committee on Ways and Means.
