Amends Section 188-34 of Hawaii Revised Statutes to add Nawiliwili Harbor on the island of Kauai to the list of harbors with net fishing restrictions.

Prohibits taking or killing fish by any net in Nawiliwili Harbor waters, defined as the submerged lands and overlying waters of Nawiliwili Bay from the high water mark seaward to an imaginary line drawn from the main breakwater's tip northward to Kukii Point.

Allows exceptions for licensed commercial marine and pond operators to take bait fish or pua, and permits persons to use throw net, opae net, crab net, or nehu net (not longer than 50 feet) to take nehu for family consumption or bait purposes.

Effective upon approval.
