Authorizes executive departments, executive agencies, and the Judiciary to turn over delinquent accounts more than 90 days past due to the Attorney General for collection.

Establishes a Civil Recoveries Fund in the state treasury to be administered by the Department of the Attorney General for debt collection expenditures including training, filing fees, and litigation costs.

Requires the Attorney General to retain an unspecified percentage of collected amounts to be deposited into the Civil Recoveries Fund, with remaining moneys returned to the originating department or agency.

Mandates the Department of the Attorney General to submit an annual report to the legislature by September 1 accounting for all fund receipts and expenditures.

Takes effect July 1, 2030.
