Requires the Department of Land and Natural Resources to prepare an annual report by June 30 of each year providing historical, current, and projected population counts for all endangered species of aquatic life and wildlife in state marine waters and coastal lands.

Maintains existing December 31 annual reporting requirement on endangered and threatened species status, habitat conservation plans, safe harbor agreements, and trust fund conditions.

Makes all reports required under the amendments and related incidental take license information available to the public.

Adds mid-year reporting requirement to supplement the existing end-of-year endangered species reports previously mandated under Hawaii Revised Statutes Section 195D-26.
