Removes the fixed $10 per day allowance for legislators on official business on their island of residence, replacing it with a discretionary allowance amount to cover personal expenses.

Clarifies that overnight allowances for legislators required to remain away from their home island during recesses or interim business shall cover board, lodging, and incidental expenses but not travel expenses.

Establishes that overnight allowance rates must not exceed the maximum allowance for federal or state public officers, be reasonably calculated to cover specified expenses, and be jointly determined by the Senate President and House Speaker.

Updates statutory language to specify "Hawaii state constitution" and changes "section" to "subsection" for clarity.

Takes effect upon approval.
