Amends Hawaii Revised Statutes Section 490:4A-108 to clarify the relationship between state Uniform Commercial Code Article 4A and the federal Electronic Fund Transfer Act of 1978.

Establishes that Article 4A applies to remittance transfers as defined under 15 U.S.C. § 1693o-1, unless the remittance transfer qualifies as an electronic fund transfer under 15 U.S.C. § 1693a.

Provides that when inconsistencies occur between Article 4A and the Electronic Fund Transfer Act of 1978, the federal law provision controls.

Addresses gaps created by Dodd-Frank Wall Street Reform and Consumer Protection Act amendments to federal law regarding consumer international wire transfers and remittance transfers.

Takes effect July 1, 2030.
