Clarifies that conflict of interest exemptions under Hawaii's code of ethics apply to members of task forces created by the legislature.

Exempts task force members, their designees, and representatives from subsections (a), (b), and (d) of Section 84-14 (conflicts of interest provisions) if they comply with disclosure requirements under Section 84-17.

Applies retroactively to task forces created on or before the bill's enactment, addressing concerns that the prior Act 208 (2012) lacked clarity on pre-existing task forces.

Encourages specialized professionals to volunteer their expertise on temporary legislative task forces without fear of violating conflict of interest prohibitions.

Becomes effective upon approval.
