Amends Hawaii Revised Statutes Section 92F-14 to clarify that license applicants do not have a significant privacy interest in certain records related to licensure.

Makes the following information subject to public disclosure: records showing the licensee has met or exceeded requisite experience for licensure, records showing the licensee has passed relevant trade examinations, and records showing the licensee's possession of adequate bonding.

Maintains existing privacy protections for other information in licensing files, including records of disciplinary proceedings, complaints and dispositions, and current employment information with required insurance coverages.

Applies the disclosure requirements to all license applicants and licensees in Hawaii, with the principle that public interest in disclosure outweighs individual privacy interests for qualifications and experience information.

Takes effect upon approval.
