Transfers jurisdiction over Hawaii's medical marijuana program from the Department of Public Safety to the Department of Health, effective July 1, 2013.

Amends section 329-121 to designate the Department of Health (rather than Public Safety) as the agency authorized to establish rules for written certifications from physicians regarding qualifying patients.

Amends section 329-123 to require physicians, qualifying patients, and primary caregivers to register with the Department of Health instead of the Department of Public Safety.

Transfers all rights, powers, functions, duties, employees, appropriations, records, equipment, and other property related to the medical marijuana program from the Department of Public Safety to the Department of Health, with existing civil service employees retaining their status and benefits.

Maintains law enforcement access to the medical marijuana registry for official purposes upon inquiry from law enforcement agencies.
