Authorizes the Hawaii Hurricane Relief Fund to conduct itself as a private entity for purposes of participating in the insurance market.

Reactivates the special mortgage recording fee that was suspended in 2001 through board resolution.

Establishes blank dollar thresholds (to be filled in) for fund accumulation targets, rate control triggers, and minimum balance requirements to trigger replenishment rates.

Appropriates an unspecified amount from general revenues for fiscal year 2013-2014 to be deposited into the Hawaii Hurricane Relief Fund.

Effective date delayed to July 1, 2030.
