Requires each legislative house to conduct public hearings and adopt official rules by majority vote, with majority vote also required to suspend any legislative rule.

Establishes a 72-hour public notice requirement before public hearings on major substantive provisions in proposed legislation.

Mandates that all proposed amendments to bills be germane to the subject of the proposition, section, or paragraph being amended.

Requires all correspondence received by the legislature or its committees on a measure to be considered and treated as testimony on that measure.

Requires all floor votes except first reading votes to be printed on the order of the day before consideration, including votes to agree to amendments from the other house.
