Establishes the position of Chief Entrepreneurial Advisor to the Governor, appointed by the governor without regard to civil service requirements and serving at the governor's pleasure with compensation of $1 per year.

Chief Entrepreneurial Advisor shall meet regularly with the small business community, facilitate contacts between businesses and state agencies, and encourage networking between Hawaii businesses and foreign enterprises.

Advisor shall regularly inform the governor about small business development in Hawaii and conduct promotional activities to motivate community awareness about forming and growing small businesses.

Chief Entrepreneurial Advisor may request and receive assistance or services from any state agency needed to carry out the position's duties.

Advisor's opinions and services are facilitative in nature and the advisor shall not be held liable for any adverse consequences resulting from advice or activities conducted, effective July 1, 2013.
