Exempts bars and nightclubs holding dispenser or cabaret licenses under Hawaii law from the statewide smoking ban if they post "Smoking Permitted" signs at entrances.

Requires signs with "Smoking Permitted" text in letters of at least one inch or the international smoking permitted symbol (burning cigarette in green circle) to be posted conspicuously.

Prevents county ordinances from prohibiting or restricting smoking in qualifying bars and cabarets, limiting local authority to regulate these establishments beyond state requirements.

Prohibits the Department of Health from adopting rules more stringent than chapter 328J requirements for dispenser and cabaret establishments exempted under this Act.

Effective upon approval; no rule amendments by the Department of Health are required for the exemptions to take effect.
