Amends Section 205-17 of Hawaii Revised Statutes to clarify factors the Land Use Commission (LUC) must consider when reviewing petitions for reclassification of district boundaries.

Adds provision stating that the absence of a priority guideline or functional plan in the Hawaii State Plan cannot be used as grounds for the LUC to defer decisions on reclassification petitions to county general plans.

Eliminates LUC consideration of impacts on areas of state concern, including preservation of natural systems, cultural/historical resources, agricultural resources, state funding commitments, employment opportunities, and housing opportunities.

Retains LUC review requirements for: conformance with state plan goals and objectives, conformance with district standards, agricultural land standards under Section 205-50, county general plans, and petitioner representations and commitments.

Effective upon approval.
