Creates a task force to examine safety improvements needed in Hawaii's public and private schools, motivated by concerns following the 2012 Newtown school shooting.

Task force must examine current school safety measures, determine if laws should be amended to allow classroom doors to be locked from inside, and assess funding needs for security improvements.

Task force membership includes representatives from U.S. Homeland Security and Education departments, state legislators, attorney general, superintendent of education, police and fire chiefs from all counties, and private school representatives.

Task force must meet at least five times before January 1, 2014, and submit findings and recommendations including proposed legislation to the legislature no later than twenty days before the 2014 regular session.

Task force ceases to exist on June 30, 2014.
