Creates a Class C felony for intentionally or knowingly causing substantial bodily injury or death to a law enforcement animal while it is performing duties and under control of a law enforcement or corrections officer.

Creates a misdemeanor offense for intentionally or knowingly causing bodily injury to a law enforcement animal, or recklessly causing substantial bodily injury or death to such animal, while it is performing duties and under control of an officer.

Defines "law enforcement animal" as any dog, horse, or other animal used by law enforcement or corrections agencies for tracking, suspect apprehension, drug detection, explosives detection, search and rescue, or other law enforcement purposes.

Requires courts to order restitution for veterinary bills, replacement costs, lost wages for the handler, and other costs related to violations of these new offenses.

Provides affirmative defenses for accepted veterinary practices, scientific research, and customary cropping or docking, as well as for improper handling by the law enforcement or corrections agency contrary to national procedures or agency policies.
